Bill Clinton supports Needle Exchange, methadene treatment and other Harm Reduction meassures

Bill Clinton the ex-president of the United States made a speech at the Opening Session of the XVIII International AIDS Conference where he said harm reduction works and urged governments to scale up substitution treatment and needle exchange programs.
