Advanced Seminar on Amphetamine Use for Eastern Europe and Central Asia

September 1 - 3, 2010 - Prague, Czech Republic
This year Harm Reduction Knowledge Hub for Europe and Central Asia welcomes specialists interested developing interventions for stimulant users. Together participants will enjoy the challenge of an intensive learning experience through lectures, role plays and reading scientific literature. This three-day training is designed to assist public health professionals in acquiring an understanding of work with stimulant users and will equip them with the skills required to analyze local drug situation with respect to the types of stimulant drugs.
During the training, participants will discuss and reflect on:
    · The history of illicit and licit amphetamine use and its place in society;
    · The emergence of amphetamines in Central and Eastern Europe;
    · The physical, psychological and psychiatric effects of amphetamines.
    · The mechanisms of amphetamine in the brain;
    · Harm Reduction and amphetamines;
    · Working with sub-populations of amphetamine users;
    · Treatment responses to problematic use;
    · Assessing community needs and proper response
    · Reaching amphetamine users and adapting existing services to their needs;
    · Establishing an evidence-based programme for amphetamine users.

Facilitators: Two well known International harm reduction specialists, Luciano Colonna & Liudmyla Shulga.

Luciano Colonna is a Research Associate in the Department of Psychology at New York’s Columbia University. Luciano is also an international consultant in public health and policy, currently conducting research, developing interventions, and providing technical assistance on projects in Eastern Europe, South East Asia, and North America. In addition to founding the SafeGames Project, Mr. Colonna has organized and implemented the 2005 and 2007 US National Conferences on Methamphetamine, HIV and Hepatitis, and the 2008 Global Conference on Methamphetamine in Prague, Czech Republic.

Liudmyla Shulga, MSc in Global Health Science, University of Oxford, is currently employed with ICF “International HIV/AIDS Alliance in Ukraine”. Liudmyla is actively involved into development and testing of innovative interventions for drug using population in Ukraine. During more than five years in Harm Reduction Liudmyla has been involved into various research on the issues around drug use and HIV, including epidemiological studies and qualitative research on such issues as stimulant use, overdose prevention and women injecting drugs etc. Liudmyla has several publications and is a co-author of several training modules.

Correlation Seminar - Building capacities on hepatitis C virus: A training for trainers

A Call for Abstracts on Anti–Stigma Work with Drug Users:

The Harm Reduction Coalition is committed to combating stigma against drug users.   We are interested in presenting information and interventions at the 8th National Harm Reduction Conference on anti-stigma work with drug users. 

Many of us do work that we don’t necessarily define as targeting stigma, but that is what we do in the creation of safe spaces, debunking drug use myths and stereotypes, and building services based on respect and harm reduction principles.

If you do any anti-stigma work with drug users, please submit an abstract to present at the 8th National Harm Reduction Conference. We're particularly interested in hearing about how stigma around drug use intersects with HIV and hepatitis C, research on the impact of stigma, addressing stigma through social marketing campaigns, and how stigma affects related groups such as sex workers and people with histories of incarceration. 

If the anti-stigma work you do is integrated into the overall culture of your organization, please submit an abstract explaining which specific aspects and characteristics of your organization facilitate an anti-stigma orientation.

    • Principles of harm reduction: what defines harm reduction in your agency or in your advocacy?
    • Harm reduction efforts in Latin@, African American and Native American communities
    • Successful service program models including: urban and rural/non-urban settings, culturally specific services, cross-modalities, long-term sustainability, etc.

Beirut Conference

Since 1990, these events have become the key forum for the dissemination of harm reduction ideas and practice, and have helped to put harm reduction on the map and to coordinate advances, innovations, evidence and advocacy in this field. Each year, delegates include frontline workers, researchers, policy makers, members of governments, officials from law enforcement agencies and the judiciary, criminal justice workers, UN officials, members of national and international NGO’s and members of international and national drug user organisations.

IHRA will be updating this section – eventually uploading photos, programmes, reviews and information from all of the previous conferences.

For each conference, we have uploaded as much available information from the conference as possible (such as conference booklets, ‘Rapporteur’ reports, photos and links). If you have any materials or photos from any of these events that you would like to share with us, please contact Annie Kuch.
